Can somebody please tell me how i can copy a NTSC tape into a PAL tape
and vice-versa.

You can buy dual format VCR decks at considerable expense. If you
plan on converting many tapes, look into that route.

If you have 1 or 2 tapes to convert, take them to a camera or video
store. They will do it for you.
