VHS-to-AVI question...

Now that I have well pretty much resolved my video problems, I'd like the
chance to ask something:

Is there a TV and/or VCR program for the PC that will let me capture 29.97
or 23.97 (I believe that sounds right?) at a *constant* rate, not variable?
the ATI TV program that I got w/ my card can only do variable it seems.

Also: would it be possible to capture to AVI with MP3 sound? ATI wouldn't
let me do it at all, and if it did, 0 bit, not 2 like it should...

Any suggestions? Please, I could use some around now.

Ati "all in wonder" cards are somewhat limited, read here

Are you asking about 'capture' or your 'render' after you capture?

Reason I ask, since I don't work with the capture cards, intead capturing
via firewire, I've only dealt with just plain capture, six minutes to the
Gig.

To answer your second question. No, I do not believe you can capture you
sound in MP3, nor would you want to. MP3 would not be used in your final
product.
