is it just to save you the hassle from downloading everything via steam
again?

i always thought that all you need is to remember your steam account
login and you can download everything you need using steam, so really
no backups needed unles you dont have internet.

or do you need to back up? if you formatted your disk would you make
your steam account invalid?

No, Steam doesn't use DRM so there are no problems with anything like
that.
