I have a digital camera that can take movies and create .MOV files. Is
there a Windows utility or some other freeware app that can "crop" the
movie - i.e. cut off the movie at a certain point (I want to cut the last
second out of 30 seconds.) Thanks

Moviemaker for Windows XP SP2 is free

Quicktime is free and can change files types and edit if you get the Pro
option password.
A google search should net you a password within 2 minutes.

OK I got Moviemaker with the SP2 download. But the problem is still, I have
a Minolta camera that creates .MOV files (as in QuickTime) and Moviemaker
does not import or support that file type. Anything I can do?

That is why I included the link for QuickTime. QuickTime (free) will play
the .MOV, but you can not edit.
QuickTime Pro is the lowest cost solution.
You can buy better and more advanced video editors than QuickTime, but at a
much higher cost.

Yes, I think Pinnacle is the way to go here.
That is if you are planning on doing a lot of this stuff..
I have Studio 8 and it's amazing what you can do with a Movie...

Well that would actually be trimming, not cropping.
