Premiere Elements any good?

I need new editing software and I am wondering if Premiere Elements is any good?
Does it have blue screen type overlay? I know it has 99 audio tracks, does it
have numerous video tracks?

What are the key things that it lacks compared to Premiere Pro?

I just went to the Adobe site and found out it has 99 video and audio tracks,
including chroma key blue screen options.

Since I am on extreme budget right now, I ordered this instead of Pro.
