More about tethering
  1. There are a lot of phone companies that won't allow this because of data usage. You can talk with them about getting a tethering account but I am sure they will charge you more for it.

The other methods out there can be illegal to use so those can't be talked about here.
  2. depends on the country you live in.

in the uk most carriers dont charge/dont care if you tether

they cant tell whether you are tethering anyway

i do it occationally with my phone and have never had any problems

to be honest you pay for the internet access so you are entitled to use it

If you can access the Android market there is nothing illegal or preventing you from using the PDANet application.
  4. If its Android 2.2 (froyo) or above it should support tethering via usb or wifi natively:

just make sure you have data.
