Is it a FREE version of counter strike on Linux?
If so, where?

Counter-Strike is free (mod version) but you need to own Half-Life to play
it online (a valid CS retail or Half-Life CD key which is not already in use
on the valve servers).
You can get the "dedicated server" for linux but I've never seen the game
itself.

You'll need to run it through Wine (recommended) or Winex.

BTW, does anyone know if Wine/Winex lowers your FPS?

Anything that runs under an emulator is going to take a slight performance
hit compared to the same or similar software running under the native
operating system. That is, unless the native OS or app is really poor or the
emulator is also an 'extender' and is able to make use of available
resources that the native OS doesn't.
The emulator has the added overhead of having to interact with Linux in some
way whilst also running your app.
I remember John Carmack once proclaiming that, after Quake, Id software were
going to be doing most of their coding in Java. Like Wine, but not the same,
Java code runs in a 'virtual machine' and thus is more layers of software to
contend with. Whilst some good games can be written in Java, it's too slow
and has limited optimising features for the very latest cutting edge games
to be using it, especially those games which will be pushing the limits of
the latest hardware.
I digress.
Anyone for JDoom?

Wine gives a few more frames, but you need to do a ton of haxoring and
stuff. WineX gets Steam working right out of the box.
