How to shut down when a program hangs and stays on the taskbar?

My daughter open the windows starter program and it keeps on running in the task bar maybe she clicked on the icon for several times that's why it hangs. I cannot shut down the laptop.

Right click on the icon in the Task Bar and select "Close Window". If that doesn't work, right-click on the Task Bar itself and select "Task Manager". Try to end the task from the Applications tab or kill the process from the Processes tab.
