On some DVDs it says NTSC (PAL compatible). What does that mean?

Do *THEY* (manufacturers) mean it's region 0?
Does it mean it's NTSC film - 24fps progressive scan so that on PAL it will
play a bit faster at 25fps also progressively).

Or are there any NTSC DVDs that are PAL incompatible (forget about zone restrictions).
