Before the release of SP2 there was a lot of talk of the ability for
concurrent remote desktop sessions on XP Professional with SP2. Was this
feature dropped? If not, how do you configure this?

It was never publicly announced by Microsoft, and does not feature in SP2.
You cannot configure it.

Concurrent Remote Desktop sessions are not supported in the final release of SP2.
