Looking for a program to format DVD-RW to DVD-Video

Is there a suitable program that will prepare a DVD-RW as either
DVD-Video or DVD-RW VR format?

I have Nero but don't find an option to format the disc in either of
these formats.

Not quite understanding the question.
If you're trying to use a DVD-RW as a Video DVD, and your burner will
burn to DVD-RW, and your DVD player will 'see" DVD-RWs, then there's
nothing special to be done; just burn it normally.
Otherwise, it just won't work.

There isn't one, a dvd-rw is used just like a dvd-r, except it can be
erased.
