mpeg to .fla format ???

I have a customer who wants me to produce a training video in both mpeg
format (cut to DVD for use on home television) and xx.FLA format for
use on a web site.

I identify xx.fla format as a Macromedia flash file but it seems to be
a project file rather than video for web use.

Can anyone clarify this for me ?

I have utilities to convert mpeg to .swf and I have found a product
that will convert swf to fla (downloaded demo). However the
introduction file as wmv is 800k as swf 3.4meg and fla is 11 meg.

I have asked the customer for clarification but the guy I deal with
does not know the answer, he got the spec from a third party web
developer.
