A qualified probably. Theoretically it should work. However,
sometimes agreements need to be made between carriers for it to work.
It also may be that your area code/exchange is not listed with the
foreign carrier so if the person replies it may not reach you. Since
foreign carriers often use dedicated "area codes" just for mobile
phones and in North America the prefixes are all mixed so unless the
foreign carrier has your area code/exchange in their database the
reply from a foreign number may fail.

For Europe it will certainly be GSM. There is CDMA in parts of
Russia, but for the most part Europe is solely GSM. India is GSM
also.

I'm not sure, but seem to recall seeing recently that the cost to send
text messages internationally is 20 cents/message. Otherwise it's
likely whatever the present rate is to send a message. You'd have to
contact cingular to be sure.
