rendering preference in Pro 1.5

Under rendering in Pro 1.5 which is better to use to get the best quality to
tape or DVD. I have a choise of Video for Windows or DV Playback for
editing mode.....Which is the best

Use DV to go back to (miniDV) tape - and mpeg-2 for DVD creation.
