with windows 98 there was a little app with the driver that would let
you set the default resolution, compression ratio, etc. how are things
like that set in windows xp? it's for use with a program called
fullscreentv. it's currently set at 384 x 576, and obviously looks
blocky because of that.

warning -- bbc7 and an increasing number of other stereo radio
stations are broadcast in 1960s style mono on dab digital radio,
a system that is supposedly "the future of radio".

If you do not have a little application that lets you at it you will
need to go through the device manager and see if the driver settings
can be changed that way.

Be careful, you want to get to driver settings and not change driver.
It may not work but its worth looking.
