Hello Group. I would like some information re a program or software that
would allow me to mask (hide) certain aspects in video such as licence
plates, address', faces, etc.. Any Help is appreciated. Thank you

There is nothing magic or automatic about it. Most better video edit
applications will have one or more methods of masking or otherwise
obscuring parts of a picture. If you want the areas to move it is even
more labor intensive.

A small PIP with a heavy blur or pixelate filter on it. If there is movement
in the source video you will need to keyframe the movement. Motion Tracker
in Aftereffects can come in handy for stuff like this too.
Now, that said, I'm speaking with something like Vegas Video, or Premire Pro
in mind. If your using an entry level product you may not have the
capabilities to do these things.
