No Remote Assistance Notice appears on Novice Computer

We are trying to implement through Group Policy, Remote Assistance. When I
as an expert attempt to connect to a novice computer, resolves the computer
name down and shows me who is logged in to the novice computer. At that
point I tell it to start remote assistance and it appears to do so. I get a
logon screen for the remote computer and a message that says I'm "waiting for
an answer..."

The novice computer never sees the pop up box asking them if the
administrator can help them.

This all seems pretty straight forward. Am I missing something. Our
machines are all XP SP2 (Firewall off in testing).

Any help would be appreciated.
