Whenever I RDP into my other computer here to queue downloads etc, it
acts as if the shift key is being held down, in that if I navigate a
text field or explorer folder with the arrow keys it will highlight
anything the cursor travels over.

However the shift key is operating fine for typing capital letters etc.

I found a thread in this group that suggested turning numlock off, and
that allows me to use the cursor normally, but this isnt really an
option as I want the numberpad to be operational, and when I have the
numlock off, I am not able to use shift to select words, or control
shift to select whole words at a time. The cursor just moves as if
shift isnt selected.

I think all this started happening about the time I was changing
keyboard layouts to international english to let me use the € symbol.
