Unable to access internet with windows 7 from my uni's vpn

Hello,

got a new dell laptop. internet connection was ok both through ethernet cable connection and wireless. my lap top crashed, had to reinstall windows and now i can access internet only through wireless. i can also access internet from public places but not from my room or the library. The ISS team at uni does not know what the problem is. please help.

did you put back you ethernet card driver back,does it show a question mark in hardware panel
