I want to be able to test my DVD files after I have authored them to
make sure the menus and everything else works before I waste a DVD. I
can play the VOB files on power DVD, but I cant test the menus that way.
Any recommendations?

Presuming your player will play that, this is the best plan.
For me, the cost of $0.29 to burn it straight to DVD-R is a
no-brainer, compared to the time wasted burning it twice (presuming
the menus do work as expected, which mine always have - so far).

Agreed, but if you have to make 10 or more DVD+R then testing on a DVD+RW
is for me a must.
Burn time is very short (few minutes) relative to all the processing, rendering,
artwork for menus, perhaps DVD labels, audio processing the works.

Just play the VIDEO_TS.IFO. Or in PowerDVD use the "select
source" button and then the "Open DVD file on Hard Disk Drive"
option. Use that to find your VIDEO_TS.IFO and play it.
