I have a premade video cd which contains the usual files CDI | EXT | MPEGAV
| SEGMENT | VCD and I would like to edit this movie. How can I do this using
something like Vegas or Premiere or what ??
I cannot find a way to get the video into any editing software.

you can use vcdgear to convert the .dat file(s) in the MPEGAV
directory to some standard video format.
