Is it possible to put in stand-by a windows XP Pc by a Remote Desktop
session ?

The item Stand by inside menu shtudown of Task Manager panel is disable, how
can I enable it ?

How would you get it out of Stand-by from a remote location, if you
could put it in Stand-by :/

I believe there is a setting that will allow a reboot from a remote
location. If the reboot goes well, you could re-attach later.
