DVD Menu Help..?

I have a project tht I am doing for my kids preschool and a visual in
my head of how I want the menu to be on the DVD. I think I might know
how to do it in Vegas but I don't think it will turn out exactly how I
want. Here goes...

I want the screen to be split into 3 parts.

The majority will be a static image anchored into the lower left hand
corner and it will up about 60 percent of the available space. Above
that would be changing images or a movie and to the right will be the
menu. The height of the menu would be the same as the static image. I
would like the static image and the changing images to be faded into
each other...not just a border That is the part that I can't find in
Vegas if it exists.

Now...is there a program that would make this easy? can one do it in
Vagas at all..? Premiere?
