I was asked by a friend to take some video clips and jazz them up as a
promotional video for his business. Ideal length is 1 to two minutes. By
jazzing up I mean adding transitions, special effects, etc so they look
professional and appealing.

I can also add special effects and transitions to video clips myself but the
result don't necessarily look very professional :(

Is there something that would let me specify I want this clip in the
beginning, this clip at the end, and this and that clips somewhere in the
middle, pick a theme and out comes the final video?

I remember microsoft has a tool to turn your home video into MTV style
video. That is close to what I'm looking for, but I want more options.

If your friend's business is rock music, that might be a good idea. If
not, that's a good
way to make it look unprofessional and unappealing.

windows movie maker has an auto-movie feature.

Put the clips in order on the timeline, specify auto-movie from tools
and select the style you want.

this is in the version supplied with Win xp sp 2.
