PAL DVD -> NTSC DVD

What would be involved in translating and regrooving a PAL DVD to an NTSC
DVD?

Would importing into my NLE (Premiere) be best, and do it the long way? Or
is there a quicker way to translate it and re-record it, with all the DVD
menus intact, etc?

Depending n what you want to achieve, you may not have to.
There is a trick editing just the IFO files that allows
playback on some NTSC players.
