Can someone confirm that VCD format is region independent and will work
on both PAL and SECAM systems,

Is this also tru of SVCD formats

There is no region coding or lockout as there is for DVDs, but you will
still have to decide whether you encode the material for PAL (625/50) or
NTSC (525/59.94) systems. PAL (S)VCDs have a different resolution and
framerate than NTSC (S)VCDs.
