New to remote access and VPNs

I am new to the concept of remote access and wondered if someone out there
can throw some wisdom in my direction.

I have been looking at the guide on the MS website and it all seems to make
sense except for the part about VPNs. I am planning to connect two PCs but
neither is on a network (the MS examples are for connecting a home PC to an
office PC on some form of LAN). When I follow the Connection Wizard example
on the MS website, it keeps referring to connecting to a network. Does it
matter that the PC I am trying to connect-to does not have a network on it?
Do I have to follow a different procedure for creating a VPN in this instance
or do I not need a VPN at all???

Both PCs have broadband access and static IP addresses and are both running
Windows XP Professional.
