I've been hearing about something called "SE Compliant" in reference to
Pocket PC apps. What does this mean? Does this have something to do with
Windows Mobile Second Edition?

Yes. It means that the application behaves well when using a different
resolution (QVGA/VGA where available) or screen orientation
(landscape/portrait).
Also, Second Edition seems to have introduced minor changes, and some
applications do not work that well, even in normal (QVGA, portrait) format.
