CS1.6 LAN

After scouring the World Wide Interweb there seems to be conflicting
information about whether CS1.6 can do LAN play without an internet
connection.

I want to setup a dedicated CS 1.6 server for LAN-only nowhere near an
internet connection. Can this be done?

I've tried disconnecting my BB and firing up Steam, but just get a 'server
busy' error message.

Any help appreciated.
