tracking files

i'm not sure if here is the right place to post this, but i hope someone can help. i am serving a website from winXP using apache 2.0.43. i don't have php, mysql, or anything like that. my question is how can i keep track of what files people are downloading? and how many times they have been downloaded? is there an easy and, more importantly, free way to do this?
