This was in a MS forum.

On the left click the Task Scheduler library

next click microsoft

-----> Maintenance

--------------------------> WinSAT

Right click on winSAT and go into properties and delete the trigger.

The trigger's already deleted, but WinSAT continues to run on start-up.
