Motherboard problem?

Trying to get an eMachines T2682 going . . . 2.6Ghz Celeron running Windows
XP. - 256 RAM.

Machine worked at some point according to owner. Now when powered on, hard
drive does not start and only Power lights and fans come on, however, power
button will not turn off even though it "clicks." CD-Rom opens and closes.
Have checked all cables to make sure they are tight.

Can someone help us or direct us to the right website?

one thing to try is to clear the cmos/bios by the jumper. it should be
located in the right lower 20% of the board, more than likely near the
battery. there will be a 3 pins the jumper will be on 2. move it so
that it goes over the center pin and the one that was not covered.
wait a minute and put back to the original position. if the board
posts enter the bios and load optimal settings save and exit.

try reseating the ram. if no change disconnect power to hard drive,
cdrom, case fans and remove any pci cards. see if you can post to
video. if it does the psu may not be producing enough power.
