With windows XP pro how do I uninstall everything and get
back to change from Fat 32 to NTFS and reinstall?

You can convert from FAT32 in-place to NTFS, no need to
reinstall. Backing up is always a good idea with any major
disk change.

The only way to convert from NTFS to FAT32 is to reformat
and do a clean install.

If you click Start / Help / Search, then type NTFS,
then you will soon see that there is no need to
uninstall everything. Just start a Command Prompt,
then type

convert c: /fs:ntfs

It's not the only way: You can use third-party product such
as PQMagic.

Meaning the poster asked about converting FAT32 to NTFS. I
think I threw in the comment that there was no reverse
conversion and was not complete in my answer, I should have
said There is now way within Windows XPs tools to do a
change from NTFS to FAT32, you need some third party program
to do that. {Better}.
