Does Windows XP Home support a dual processor board that
has two Pentium II 450Mhz Xeon Processors same stepping?

No. Home will support two virtual processors, but not two physical
processors. You need Pro for that.

No.

XP Home is limited to one physical processor. (It supports hyperthreaded
CPUs, which show up as two logical CPUs in Device Manager.)

XP Pro supports two physical processors (which would appear as 4 CPUs in a
HT system).

Windows Server 2003 supports up to 64 CPUs.
