Yes, only if the capture card (and its drivers) support PAL.

an NTSC tuner obviously won't work in the UK.

You'll also have you make sure that the location field in Regional and
Language settings is properly set.

It's not that simple, Carey. British television uses the PAL
format, while American television uses the NTSC format. Video
adapters and television capture cards that support both formats are
not common.

the television chips support PAL television signals?
