New install of NV8- Won't boot

I just installed a NV8 mobo in a new case .I was grounded thruout. I put in
the cpu,some pc2700 memory and a viagp video card. I have a 20 pin connector
and got a 24 pin converter attached the power and the lites go on the fans
work but no boot at all .No beeps no nothing.Is there any way of telling if
I fried the mobo? Any help will be greatly appreciated.

Did you plug in the 2x2 12Volt power cable for the ATX12V1 connector? This
connector supplies the power for the CPU.
