Floppy Drive access time on emptiy drive

After using IE6 to export favorites to floppy and then
trying to export to hard drive, I try to browse to the HD
and there is an exessively long access try to the floppy
before the HD is accepted. So long that I am concerned
that the floppy drive will be shortlived.

This started after I did a clean install of Window XP
Home Edition which assigned a generic driver to the
floppy drive.
