About half the time when boot up computer red light on
mouse won't come on and mouse buttons won't work until
USB is unplugged and replugged in and mouse buttons are
reset. Once this is done, mouse works fine. Other USB
ports have been tried and same thing happens.

Try this way:
Disconnet any USB devices from the USB ports and use the PS/2 mouse port (use a PS/2 to USB adapter for your mouse at this time, the adapter should come with the kit when you bought your mouse and Microsoft recommended to use this adapter for the mouse).
Boot in safe mode and login as administrator.
Go to device manager and uninstall the XXXPCI to USB Host controller.
If you have USB 2.0, uninstall the XXX PCI to USB Enhanced Host controller as well.
Reboot to normal; windows should find new hardware and install the drivers (assuming you have installed SP1).
Do not disturb until windows finished installing drivers.
Re-connect the USB devices one at each time, make sure it works properly before connecting the others.
