It's up to the makers of the tuner card to supply the drivers not Microsoft. They can't be expected to know of every tuner card made in the world.
Anyhow as you have failed to give any clue as to the make or model, we can't help if you can't be bothered to give details about your problem.

Frankly I'm amazed I am the third person to reply.
