I have an Asus P4800 with usb 2.0 that has 4 ports and my
case has an additional 2ports. Any devices plugged into
these usb ports do not work. They are powered up and
device manager states all is well. Any suggestions

Are you sure the wires to the front panel are properly
connected?

If you get the mobo manual you'll see the location of the
internal; USB header pins and the pin functions. You can
check to be sure that the front USB ports are connected to
the correct pins.
