USB Smart card reader

I've got a problem with an USB smart card readerfor a
digital camera, using Windows XP Pro. When logged in as
a certain user, she can't use the reader (doesn't see
anything in the reader). When logged in as the
administrator, the device works fine. I've tried giving
the user admin priviledges, but that didn't work. I've
also tried a completely different reader (different
brand) and it did the same thing. Any
thoughts/suggestions?
