I am running a Mandrake Linux 10,1 on my box and now I want to play Counter
Strike. Is that possible on a Linux system and if yes, how to proceed
then??

You need to run it through an emulator. There was once a project called
"wine" (WINdows Emulator), then it got taken over by transgaming
technologies and name changed to "winex", now it is called "cedega".

They report it to work well with HL2, and hence CS:S. It also runs HL
and CS (the originals) well. I have only played the originals, not HL2
or CS:S. I actually got better fps rates running through winex on linux
(RH9) than I did on Windows on the same machine.

Unfortunately it is not free - you have to subscribe.

Actually Troy is half correct. The WINE project however was not taken
over by anyone and the name was never changed. Winex/Cedega is a
completely separate project which expands upon the current WINE
libraries. CS can be played through both the WINE project see
http://lhl.linuxgames.com/ and Transgamings above listed projects.

I stand corrected. Not sure how well CS:S goes on wine? I haven't used
for year or 2.

I've heard that Steam and Counterstrike run but you can't connect to
servers. I am currently trying to get steam to work in Cedega, and it's
being quite a hassle, although sometimes it "just works".

As I said, haven't used it for a while, and haven't used Cedega - I had
Winex and Wine. It worked fine but that was all pre-Steam. I would've
thought Steam is well-supported by Cedega by now.

Sometimes just works and sometimes doesn't? Weird - sure it's not
something else going on? Firewalls, other applications running at the
same time, internet connection problems? Is it your license or are you
using someone else's?

Tried the Cedega forums? If you paid for it and they say it's
supported, you should be entitled to help there. And you will certainly
not be alone if it is a common problem - if you are then it must be a
problem at your end.
