I have a desktop and a laptop. Both running Windows XP
Home Ed. Is it possible, electronically and via
software, to connect the USB ports on both machines,
using the proper cable, and use Windows XP Explorer to
move files from one machine to the other?

In short yes.

You will need to run the Network Wizard to establish the correcxt settings in each computer.

Once done, then it's as simple as drag and drop.
