I have 4 ports on the back of the board. If I connect a 1.1 usb device
to one port and a 2.0 hi speed device next to it (side by side) will
the both run at their rated max (1.1 & 2.0) or will it only run at the
lowest common denominator (1.1)

It should identify each based on USB characteristics and run accordingly. I
have had an external 1.1 hub and a 2.0 external enclosure both running on
the same board without issue until recently when I upgraded to hub to a 2.0
version.
