Bad / No challenge CSS server

Does anyone know what these messages mean when running a dedicated
Counter Strike Source server. Is it to do with incorrect CS1.6 challenge
/ quries to a CSS server, or something else?

Bad challenge from xxx.xxx.xxx.xxx
No challenge from xxx.xxx.xxx.xxx

That can be caused by non CS:S clients trying to connect (usually the bad
challenge one) or by port scanners (usually the no challenge one)

I see. that's along the lines of what I thought.
