Press and hold the power button, then put the stylus into the reset hole,
and hold it for 5 seconds. Release everything, then put the stylus in the
reset hole once more for 1 second.

I must be doing something wrong, that seems to just reset it without wiping
everything ?????

Then do this:
Press and hold down the outermost right and left buttons and then press and
hold in the soft reset button with the stylus. Wait for 5 seconds. Release
it then press the soft reset button once more.
Remember that it will not remove your iPAQ File Store data.

From the 2210 User Guide:
To perform a full reset:
1. Press and hold Application Buttons 1 (Calendar) and 4
(iTask) on the front of the unit and, at the same time, use the
stylus to press the Reset button on the back of your iPAQ
Pocket PC.
2. Hold all buttons until the displayed image begins to fade
(approximately four seconds).
3. Release the Application Buttons and stylus.
To verify a full reset, press the Power button. If the iPAQ Pocket
PC has been fully reset, it does not power on.
4. Reactivate the battery by:
? Connecting the iPAQ Pocket PC to AC power
or
? Pressing the Reset button with the stylus

I keep seeing all this strange ways to hard reset the PPC. I thought the
usual "press and hold the soft reset and press the power button" works for
virtually all PPC?!
I didn't read the instructions for my 4150 but I just did a hard reset a few
days ago using the method I mentioned above.
