I have an Ipaq 5550. I would like to set up multiple users on the Ipaq. Is
this possible? I assume once I have more than one user I can provide a
password for one or all users.
Will I also be able to either HIDE or encrypt my emails, docs, etc?

No, a Pocket PC is targeted at one person use. There are no profiles
that would allow one user to have a different set of data than the
other user. All you can do is protect the Pocket PC with a password,
but anyone who knows that password has access to all info in that
Pocket PC.
