I have a Compaq IPAQ 3970. Every time I start the PPC I get a message
saying "storage card memory is low".
What can I do? I have an supplementary storage card SD 256 MB in the slot.

If it's actually, vocally saying this phrase I would guess that you have a
version of OmegaOne's BatteryPack installed.

Click START
Click SETTINGS
Click the TODAY icon
Click open the ITEMS tab
Hilight the Battery Bar item and click the OPTIONS button
Click the SPEECH tab

Now, either uncheck the "Storage card space low" choice to remove this
warning altogether or, alternatively change the % figure so it warns you at
a more reasonable level. I think the default level is 25% so if you have
used more than 75% of your card you will hear the warning.

If you don't have BatteryPack installed - I've got no idea what's causing
this.

Perhaps you could check how much memory is free and post that?
The reason may be that memory *is* low.

Hate to say this but my Sandisk 256MB CF started to do this about 3
weeks before it died completely (also in a 3970). I'm waiting for a
replacement CF card as it was only 5 months old.
