to cut a long story short here is my problem:
my modem kept shutting down when on the internet. I am
led to believe this because my mobo has a via chipset
which can be problematic in that when the modem tries to
draw more power than the mobo can provide then the mobo
shuts off power completely.
I was told to buy a pci usb card to combat this but now
it is installed after about 5 minites of turning the
computer on I get the blue screen of death! I have the
latest via 4in1 drivers and have also tried uninstalling
the unused USB contollers through device manager but
nothing seems to work, please help! I have visited
USBMAN.com but can't find a solution there either.

OK, first off, are you using like a DSL modem that you are now trying to
connect through USB? Most of the things that you have mentioned that
you want to do you will have to do through the BIOS. Turning off
unwanted USB controllers can be done through some BIOSes, but for the
most part, you really can't just uninstall it from Windows (but you can
chose not to ever use it). If you are talking about your ethernet card
controlled by your VIA chipset, you should just look at the latest
drivers. VIA has gotten a lot better lately and hopefully they will
continue in the way they have been going. Try these drivers here and
see if your ethernet works better:
If you are using an old PCI modem for dialup, a USB card won't do
anything. You need to try to update the drivers for your modem and make
sure all its settings are correct.

thanks for the reply, yes I am using a DSL modem
connected through the usb port. I have already tried the
VIA drivers suggested but it makes no difference and thus
have seen it suggested in many places to either hook up
an externally powered hub to power the modem or to get a
pci USB card and I went for the latter and now I get the
problem origianally mentioned.

Maybe you need a bigger power supply. It sounds like you're running on the
hairy edge.
