Help Please

I am running windows XP Pro and I seem to be unable to
access my Task Manager anymore.

When I press ctrl+alt+delete I get error message saying
Task Manager has been disabled by your administrator

I am not aware how this has been done but does anybody
know how to enable it again

Any advice would be apreciated

Either line 51 right side or 113 left side should help.
